Well, now you have finally got your iPad Mini at hand, if you have already have other IOS devices, for example, iPhone, you may want to bring down things presently on your iPhone to your iPad, as you don’t want to reinstall the same apps twice. But one thing you need to learn before the restoring is that when you restore a device from a backup of another kind of device, like using an iPad backup for an iPhone, certain types of data won't transfer including Photos, Messages and attachments in Messages,Voice Memos,Apps that aren't compatible with the device you’re setting up, for example, apps compatible only with iPad won't be transferred to your iPhone. And you cannot restore a newer backup to and older iOS device, so if the phone backup is iOS 8 and the iPad is iOS 7, you will have to update the iPad to iOS 8 before you restore from the backup.
Restore iPad from iTunes Backup file on Windows
Connect your iPad Mini to your computer.
Run iTunes and click on the button of “Restore Backup” located at the bottom right corner. Make sure you are running the latest the version of iTunes. If there are updates for iTunes, update iTunes at first.
Note: You probably get a popup menu asking to turn off “Find My iPad”. Therefore the first thing is to go to iCloud settings on your iPad and turn off Find My iPad.
Choose Backup file. Choose a backup for your iPad from the dropdown menu. You can go to computer\users\username\AppData\Roaming\Apple Computer\MobileSync\Backup to check out the date and size of the Backup file size for the iPhone.
Finally, hit the button to restore. The restoring process may take quite a while, depending on the size of the backup file size you choose.

Restore only Contacts and Notes with iFonebox
Alternatively, if you want selectively the Contacts and Notes restored to your iPad Mini rather than putting down everything on your iPhone to your iPad. Since iTunes does not allow you to restore certain part of the data as you like, you can choose third party software like iFonebox to extract the Contacts and Notes only and transfer to iPad. As professional IOS data recovery software, iFonebox not only can recover lost/deleted data like Contacts, Notes, Messages, Messages Attachments, Photos and Voice Memos etc from iTunes/iCloud backup files and transfer to PC for backup but also support transferring Contacts and notes which are the most important data for most people directly to your IOS device like iPhone, iPad and iPod Touch. You can download the free version to have a try but you need to purchase the registered version if you want to transfer the Contacts and Notes from your iPhone to your iPad through iTunes.
Here are the detailed steps.
Step1: Connect your iPad Mini to your computer (here we would like to take Mac book for example demonstration) and run the full version of iFonebox, click to choose “Recover from iTunes Backup File” and then you will be presented with an interface asking to choose iTunes backup file.

Step2: Choose Contacts and Notes to extract, you can only choose one kind of data, either Contacts or Notes only to extract at one time.

Step3: Preview and recover to your computer.
